Environmental regulation and sustainable consumption: a discussion based on the perception of consumers from Londrina city (Brazil, state of Paraná)

Abstract

The indiscriminate use of natural resources along the years has caused the deterioration of environmental problems. In order to solve this problem, several initiatives of environmental regulation have arisen, and among them, the consumers’ pressure on the companies. Thus, a new form of consumption related to reduction of damages to the environment as well as human health, has come into being. In this study, based on a survey with a probabilistic sample, it was intended to analyze to what extent the sustainable consumption can be understood as a relevant mechanism of environmental regulation in the perception of consumers from Londrina city (Brazil, state of Parana). Results suggest that people from Londrina have not yet given importance to the this issue when they are purchasing something. Research shows a more active role assumed by the consumer, who attributes not only guilty and responsibility to the resolution of environmental problems to himself/herself, but also their low trust in the environmental marketing of the companies. Data reinforce the trend that is present in literature about the fragility of institutional mechanisms of the current configuration of environmental regulation and the low credibility in its central actors, the market’s and the State’s agents. The sustainable consumption has increased in importance as a mechanism of environmental regulation, but it faces serious constraints imposed by the institutional context itself that, in great measure, has driven its expansion. The “organized irresponsibility” of the current institutional arrangement of environmental regulation is one of the main hindrances to face environmental risks of contemporary society.
