Abstract

The aim of this study was to analyze the environmental public policies to improve the management of municipal solid waste in Cascavel city (Brazil, state of Parana), in the period 1990 to 2007. Initially, we described the main measures adopted by the municipal government, as well as environmental laws in force in the period and then were presented the main results of primary research conducted with the agents along the ecological and recycling companies in the city. It was concluded that the management of municipal solid waste in Cascavel has advanced the study period, both from the standpoint of their regulation as to its structure. However, much remains to be done and that depends on public policies of local government and requires the continuation of coordinated actions involving municipal departments of environment, development and social action, education and health. After all, besides the physical infrastructure and abundant environmental legislation to guide and lead individual and collective behavior more appropriate for the environment, the good performance of the model adopted for management of municipal solid waste in Cascavel city depends on associated actions that promote community environmental awareness, education, organization and professionalism of the workers involved and their families in order to not only improve conditions for trading and marketing of collected materials, increasing the income earned by environmental agents, but also create conditions for inclusion of these workers in social programs and the formal labor market.
