Considerou a importância em avaliar a presença de implementação de inovação em Câmaras Municipais, pela capacidade absortiva dos agentes que participaram de cursos promovidos pelo Tribunal de Contas do Estado do Paraná (TCE-PR). Foram pesquisados agentes das Câmaras Municipais do Estado do Paraná, que frequentaram cursos presenciais. Com isso, objetivou-se analisar se os cursos de gestão pública desenvolvem capacidade absortiva em agentes da administração pública municipal para implementar inovação em rotinas e processos. Trata-se de uma pesquisa descritiva, com abordagem quantitativa e levantamento, aplicado a 1.863 agentes da administração pública municipal, com variáveis que pesquisaram a teoria da capacidade de absorção de Lane, Koka e Pathak (2006). Os dados foram analisados utilizando-se as análises descritiva, análise fatorial exploratória e confirmatória, e análise de equações estruturais. A percepção dos respondentes é que a percentagem da variabilidade da inovação explicada é da ordem de 62%, enquanto que a percentagem da variabilidade da capacidade absortiva explicada é da ordem de 50%. Finalmente, as entidades públicas podem dedicar-se a investir em capacitação, pela confirmação de que investimentos em conhecimento externo são valiosos na disseminação de boas práticas para rotinas e processos, com tendência às que viabilizam a aprovação das contas e prevenção de irregularidades.
