As funções da controladoria e sua aplicabilidade na administração pública: Uma análise da gestão dos órgãos de controle

A Controladoria tem representado um papel de destaque na gestão estratégica das organizações. Nesse contexto, os órgãos de Controladoria, agentes responsáveis em orientar os entes públicos, também devem buscar evolução de suas práticas. O objetivo deste artigo é analisar se há aplicabilidade das funções da Controladoria, em órgãos controladores da Administração Pública (federal e estaduais). Para isso esse estudo, que tem como objetivo exploratório e abordagem qualitativa, utilizou como procedimentos além da revisão bibliográfica, a pesquisa documental, através de uma coleta de dados nas páginas da Internet de cada órgão. Esses dados foram comparados com o conceito de funções da Controladoria e também com estudos anteriores. Conclui-se que há aplicabilidade parcial das funções da Controladoria. Como resultados, apresentou-se que dos quatorze entes estudados, onze criaram sua missão e oito sua visão, totalizando respectivamente, um percentual de 78,5% e 57% da amostra total. Cinco Controladorias exercem todas as atividades inclusas em uma função e uma Controladoria atingiu a execução plena em três funções. Cinco entes destacam-se na execução das atividades relacionadas à Controladoria, atingindo percentuais de 83,33% e 77,78% para uma instituição e 72,22% para três. Esse trabalho contribui para a discussão e a definição do conceito sobre as funções da controladoria e para a compreensão da maneira com que são realizadas na esfera pública.
