Análise da eficiência dos gastos em segurança pública nos estados brasileiros através da análise envoltória de dados (DEA)

A contabilidade apresenta como principal função, gerar e fornecer informações a diversos usuários a fim de auxiliá-los na tomada de decisões. Para atender a essa diversidade de usuários a contabilidade divide-se em ramos, dentre os quais se destaca a Contabilidade Pública, o qual é de grande importância para a sociedade, visto que é responsável por controlar e gerir os bens públicos. Segundo a Constituição Federal, o gestor deve cumprir as metas e objetivos de acordo com os preceitos da eficácia, eficiência e efetividade, e para isto deve basear-se nos instrumentos de planejamento e também de orçamento. São neles onde estão previstos os gastos públicos, os quais devem ser utilizados pelo Estado para o cumprimento de suas funções, como no caso da Segurança Pública que é um serviço de responsabilidade do Estado. Considerando que o gestor público deve ser eficiente em suas ações, como por exemplo, na alocação dos recursos públicos, a presente pesquisa buscou medir a eficiência dos Estados brasileiros na utilização dos gastos públicos na área de segurança. Para tanto aplicou-se o método da Análise Envoltória de Dados(DEA), relacionando os gastos no setor de segurança pública dos Estados brasileiros com os índices de criminalidade dos mesmos. Assim, esta pesquisa classifica-se como exploratória quanto aos objetivos, bibliográfica e documental quanto aos procedimentos e quantitativa quanto a sua abordagem. Os resultados demonstraram que dos 23 Estados analisados, 12 atingiram o nível máximo de eficiência, 2 apresentaram alto grau de eficiência e os demais Estados atingiram médio grau de eficiência, sendo que o Estado de Tocantins foi o qual apresentou o menor índice de eficiência. Além disso, identificou-se um alvo a ser atingido para os Estados que foram ineficientes alcançarem o nível máximo de eficiência. Nesse aspecto, o Estado da Paraíba tem o menor alvo a ser atingido.
